You can find Professor Rowan in Sandgem Town. There is a big building where he is(after you've found the bag with the three pokemon). If you've been there and he's not there, you may want to report it.

∙ 15y agoHe wont appear in his lab until you complete the Sinnoh pokedex. Then he will be in his lab and professor oak will come Hope this helps :-)
