You need to go to Team Magma's hideout and complete it. Then you have to go to Route 127 and find a place to DIVE. If you find a underwater cave go in it and you'll see a submarine. Use DIVE again and complete that part. If Maxie comes to see Archie, you did it correctly. After the dialogue, go to Sootopolis City and Kyogre and Grouden will be fighting. Find Steven, and he'll take you to a cave. Find the guy inside, (his name is Wallace), and he'll tell you about Rayquaza and ask you if you know where he is, (say the Sky Pillar), go to Pacifidlog Town then SURF east of the town and there is a space going north. SURF through it and there is a island with a cave. Go through the cave and once you exit, you'll see Wallace again. After he's done talking, go in the Sky Pillar, go to the the top and you'll find Rayquaza. Wake him up and he'll fly away. Go back to Sootopolis and watch the animation. After its done you'll talk again. Once you finish talking, go to the Sky Pillar again and go to the top. You'll meet Rayquaza there and verse him. If you have a Master Ball, use it first thing. You don't need to attack him. If you need a Master Ball, there's on in Team Aqua's hideout.
