Where is the Viridian City Gym leader in Pokemon HeartGold and SoulSilver?

The viridian city gym leader happens to be the leader of Team Rocket if you can foil his plans everywhere he brings team rocket (game corner, silph co, Pokemon tower, mt moon) and get the 7th badge you will be able to challenge him at the gym.

∙ 12y agoeverybody says that you gotta defeat all the other six gym leaders and then he'll appear at cinibar. there you talk to him and apparently he shows up at the viridian gym then. but that's just from reading about 20 explanations. ive done all of that and its not working, the guy isn't showing up at cinibar island... but you know. maybe you'll have better luck.

∙ 11y agoBlue, the Viridian Gym Leader is awaiting you at Cinnabar Island. You need to have the first 7 Kanto Badges otherwise he won't return to his Gym. Once you have defeated the other 7 Kanto Gym Leaders then you will be strong enough to challenge him so interact with him on Cinnabar Island and he'll leave to return back to his Gym at which point you can now enter into the Gym which is located in Viridian City.

∙ 13y agoBlue, the Viridian Leader is in Cinnibar Island until you have the first 7 Kanto Badges. Go to Cinnibar then and he should go to Viridian.

After you speak with his rival on cinnabar, the gym leader reappears in viridian. You have to fight and beat the cinnabar gym leader first.
