It depends where you are. You can train for Red in Mount Silver and battle trainers. If you are trying to beat gym leaders, beat the trainers in the gym, and fight other trainers near the town. If you are trying to beat the Elite Four and its champion: LANCE, then you should train in Victory Road. I started at level 32 there, and now all of my Pokemon are level 43 except for my level 49 Ho-Ho, and my and my level 62 Crobat ( Global trading )
