At Virdanian City there is a route some where to the left that route should be route 22. Go down there go through the grass to the top path go down that path. You will come to a dead end, jump the edge by the dead end. Go through the grass do NOT jump the next edge. Walk along the fence and go through the opening then up into the building. There will be will be a series of gates go through them. use surf go through vitory road tunnel. Find your way to then next building. Go in you should be at the pokemon lege.
