The Hidden Tower is located in Faerie City (see links below for both locations). You will only be able to access your account once it is four months old.
If you want to click by yourself to get in, there is a click-able strip on the Faerie City screen in the top right side of the tower next to the sort of rounded, bump on the tower (see JellyNeo's guide below).
The Neoptes Secret Tower, available 24/7, is located in Faerie City, Faerieland. Although the shop itself remains invisible, if you move your cursor diagonally to the right below the Faerie Weapons shop, and to the left of the Faerie Castle (where the portal to Altador is) you will find your cursor turns into a hand. Click on that spot and you will find yourself in the Hidden Tower.
