After that go to the Dance theatre in Ecruteak city and you can battle them (bring healing items, you can't heal or go to the pkmn centre between the battles). Each of them carries an eeveelution of level 38 (umbreon, espeon, jolteon, flareon and vaporeon). After that, they'll give you the tidal bell. Their sister will run in and tell you that she saw a shadow above the whirl islands. Then you go there to catch lugia. (don't use a master ball, you should use that on a roaming pkmon or mewtwo)
