The HM for Fly is located in Celadon City, near the Bike Route. The cut HM will need to be used to cut a down a bush on the left side of the town. After moving left through a building, the man who will give you the HM is in a small house above the Bike Route.

∙ 12y agoYou get the HM in the Team Galactic Warehouse after you battle two Team Galactic Grunts in a Tag Battle with Lucas/Dawn.Then after you beat them, you go inside the warehouse then you see the hm bewtween two boxes.

∙ 12y agoAfter getting Dawn/Lucas's Pokedex back from the Galactic Grunts in Veilstone, Looker will go inside the building with you and there will be an item inside there. That's Fly.

∙ 13y agoOnce you have beaten the Cianwood gym, a lady will come and give you the HM fly. It is pretty easy, just beat the gym leader of Cianwood gym and then you will get it.
