When you go Veilstone city next to the Pokemon center theres a big building go inside it and on the 3rd floor you talk to the lady and you buy them.The TM flash in this game is not a HM so you can buy it there it is number 70 . Also you can get a FREE TM70 Flash in the Orebourgh Gate. In Orebourgh Gate, you can also get TM34 Brickbreak. I'm not sure about the number though.
But this is NOT where the move relearner is. It is actually in Pastoria. There is a guy who will make your Pokemon relearn a move. His cost is one Heart Scale, which is quite rare to find, though in 3 days I foun 5 ;). You can find them while in the mines.
