There are no move tutors but the move relearner is in Fallarbor Town. Give him a heart scale and he will teach your Pokemon moves learnt from lower levels.

∙ 13y agoIn Blackthorn City of Johto, there is a house called the Move Tutor and Move Deleter House. There are 4 tutors inside. The old man on the far RIGHT will teach 3 VERY powerful moves (FIRE, GRASS, and WATER) to any starter Pokemon LAST evolve forme.
They must have full happines (this happens at about Lv. 35)
FIRE- BlastBurn (CHARIZARD, TYPHLOSION, BLAZEKIN, INFERNAPE)
WATER- HydroCannon (BLASTOISE, FERALIGATR, SWAMPERT, EMPOLEON)
GRASS- FrenzyPlant (VENUSAUR, MEGANIUM, SCEPTILE, TORTERRA)
The fat guy on the LEFT is a nerd and kows every single move every Pokemon can learn and he can teach it to a Pokemon if you want the move back or you accidentally deleted it earlier in the game. He won't do it for free though. (It costs 1 Heart Scale per move taught.)
And of course there is the Move Deleter. He is on the LEFT of the fat guy. (This also works on forgetting HM moves!!!)
The old lady will teach the most powerful DRAGON type move ever! (You must show her a DRAGON type Pokemon of course though) The move is [Draco Meteor]
