Just a little north of the pokecenter near Rock Tunnel is a fence. Along the fence there is a space where you can walk through and fish and stuff. Well, you can surf there too. Just go along until you hit land and (Ta Da!) a power plant where you can battle a pokemaniac and catch pikachu, voltorb, electrode, electrabuzz, AND DUM, DUM, DUM, DUMM,
ZAPDOS! make sure you save before you battle it though, and DON'T use the master ball, you'll need that for Mewtwo.( oh wait, sorry you can't catch pikachu here cause this is Pokemon yellow.)

∙ 13y agoI'm pretty sure it's the same as leaf green/fire red, in which case you would need to surf down the river by the rock tunnel on route 10 east of cerulean city. The river is above a patch of grass just north of the entrance to the rock tunnel, once you come to and end in the river head north to dry land and there should be a challenger waiting for you. Beat him and go inside to find an epic treasure ^_^
