Where is the rainbow wing in silver version of Pokemon?

Once you have defeated the Elite 4 and Lance The Champion, and have received the Pass to go into Kanto, the Rainbow wing is Pewter City.A Old Guy is standing next to the Pokemon Mart. Talk to him and he will give a A Rainbow Wing .Now you can catch Ho-Oh

I don't know, but I know in Pokemon Soul Silver, so this is it:Go to Pewter City in the Kanto region, on a hill there's a guy, talk to him and he will say something about how he went to the Johto region, once he's done, he will give you the Rainbow Wing, witch will give you access to catch HO-OH. You can only get the silver wing by going to Goldenrod City and the place will be overrun by Team Rocket members. Go to the underground in Goldenrod and you'll see a Team Rocket member near a camera. Go talk to him and he'll give you a Team Rocket suit, your character will automatically put it on, then go to the radio tower with your strongest Pokemon and some items because you will have to fight all the Team Rocket executives after you beat team rocket, the head executive will announces that Team Rocket has broke up again because you beat him, but that will not be the last time you will have to fight a Team Rocket Grunt. (PS you'll know you are ready when professor Elm calls you on your pokegear and says that the radio is broadcasting things about Team Rocket) After you beat them and they leave the director will come and give you the silver wing.But to get Lugia you have to help out the Jappanesse looking girls you see and they will fight you and give you the second item to get Lugia.Ps in the team rocket's underground base you will fight your rival.
