In the Hoenn region there are two thunder stones to be obtained.
One from the "Diving treasure hunter"- A man in a house near Mossdeep city will trade a yellow shard for one
The second can be found to the right of the large generator in New Mauville

∙ 15y agoYou have to be able to use the HM Dive and find shards, a yellow shard to be exact. go visit the treasure hunter outside of Mossdeep city and he'll trade you your yellow shard for a thunderstone. depending on the color of the shard depends on what evolution stone you get in return.

∙ 11y agoYou can find one in New Mauville and find more by diving and catching Pokémon underwater which may hold a yellow shard, which then you can exchange for a thunderstone if you talk to the Diving Treasure Hunter northwest of Mossdeep City.
