Go to the east of Ecruteak city where the water is at the top there's a building go through the door than there will be some old men, just go straight through them then there will be stairs go on the stairs then there's going to be more stairs go on those then there's a door. after the door the path leads right to the tower

∙ 14y agoin HGSS it is called bell tower. But, it is in Ecruteak city, go fly there and go right four paces and run upwards. It should be right in front of you. but be warned you must have all eight Johto badges, and i don't think you're able to catch ho-oh
