Yes there is a trick master house north of slateport city look for a shine when you enter the house then press A at the shine the trick master will appear. Sometimes the shine will not appear so look in the chairs, windows and anywhere around the house for the trick master.

It's a cave that appears to the left of the Trick Master's house. I'm pretty sure that you need a special Gameboy Advance expansion for it to take effect (which would be hard to find nowadays) in which it replaces Zubat with some different Pokemon. They aren't REALLY rare and can be found elsewhere, so it's a fairly pointless cave.
After you beat the Trick Master's puzzles, he is gone. If you want to see him again, you need to go out of the house and then back in.

After you beat the trick master it is not possible to find him in the game again. The trick master is an NPC in Pokémon Ruby, Sapphire and Emerald.
