You will have to defeat the Elite Four or complete the Sinnoh Dex (Sorry, can't remember which one it is!). Then, look on your Town Map, and you will notice a new path off Route 205 (south of Floroama Town) called Spring Path. Go down Spring Path to reach Sendoff Spring, where you will see the entrance to Turnback Cave.
