There are two buildings that are seperate, you go in each one and there is a stair case down, both are connected by this path. Towards the north of the tunnel if you take a right you can take photos. The only other place I can think of is the team rocket hideout in the town bellow the lake of rage. U go there after catching/defeating the red gyrados and talking with lance just outside the lake. He will tell u to go meet him down in the town. The building up in the right is where you will meet him. He will show you down
