First, catch a 1)Shinx, or 2)Luxio.
1) If you caught a Shinx, keep leveling it up until it gets to a Luxio. When it evolves into a Luxio, keep on leveling it up. I think you should have a Luxray by level 30.
2) If you caught a Luxio, it is much easier, just level it up to about level 30 and you should have your Luxray!
The best way is the route west of sunyshore. It has luxio in their 40's. All you gotta do is level it up once for a luxray. This is exactly what i did in my game and it took around 3-5 minutes. If you use rare candy it takes about 45 seconds lol!
