Route I. You will need at least the 6th gym badge to get the scope. Go to pulhia city after you get the badge from iris and talk to a man in the hotel. Bring the tea to ocepac city and give the old man the tea. Once you get the scope from him you can catch the hoenn starters. Go to route I on the Teaes side, go north and use cut. Go to the three rocks and go in the middle of the rocks on the or on the left side of the rock to the farthest right.Once your in press the A button an it should say “something unseeable is in the way” and there should be an option to use the scope. Select yes and a wild lv. 30 torchick should appear.
