well it depends because you can find one at sendom spring outside giratinas cave but too get it you need to start a chain of gyarados until you get a patch of water shine gold save it then go catch the red gyarados.
note it takes awhile it took me three days to find it and you also need to beat over fifty blue gyarados to have a chance at finding the shining water with the red gyarados hope i helped.
