you can't find it, you have to have it taught on a Pokemon by a move tutor, you have to be able to access opelucid city you have to go into iris's house, this can only be taught to dragon Pokemon or arceus holding a dragon plate and once you're in iris's house you have to talk to iris and she will teach Draco meteor to a dragon type Pokemon who likes you, I'm not sure if you can do this during the main game or after game if iris doesn't mention anyhting in Draco meteor come back to her' house after the credits, Iris is the 8th gym leader in Pokemon white just so you know.
