Luvdisc, when you know where to find them, are suprisingly easy to get. After defeating the Elite 4 and completing the pokedex, go out in front of the Pokemon league building and use a super rod. You'll probably catch a gyrados on your first try, but do it again and it'll probably be a luvdisc.
