i dont think you can. i beat the game a BILLION TIMES and never found one. but i do know that if you have diamon pearl or platinum you can find them. find the one you want and give it to a pokemon you want in white or black version. afterwards beat the game go to nimbasa city and you can go across that closed bridge now. go thrrough. if you go down the path keep going until you come across a staircase on white or black and go in the building and you will be able to transfer pokemon from diamond pearl platinum heartgold and soulsilver. this requires another DS system so put in diamond pearl or platinum and transfer your pokemon with a plate such as a flame or icicle plate. once transferred if you have ARCEUS give it to him and he will become a fire type if a flame plate and so on. arceus will become much more powerful if he has a plate. and he can learn fire type moves if a flame plate and so on.
