I think there are only 5 electric Pokemon you can get before you beat the elite 4. Pikachu>Raichu, Eevee>Jolteon, Zapdos(legendary), magnemite>magneton and voltorb>electrode. Just use your pokedex to find each one. Zapdos, magnemite and voltorb are all found at the power plant.
