You can get a leaf stone by going to the last pier on the right in Castellia City and talking to the man on the bottom of the screen and telling him you want to evolve Pansage.

And not only there, there's one on Route 6. Just choose between fire stone or water stone!

go to castelia city then go down and you should see a man he'll say Pokemon evolve with stones and then asks you what Pokemon will you evolve choose pansage and you should receive the leaf stone
