Where to get a shiny haxorus?

Haxorus can't be caught in the wild. However, you can go 2 ways:

1.) Capture Axew in Mistralton Cave (usually caught at lvl 31) evolve it to Fraxure at lvl 38, and then evolve fraxure into Haxorus on lvl 48.

2.) capture Fraxure on victory road (This is very hard to do). Then evolve it to Haxorus on lvl 48.

You can get an in-game Shiny Haxorus in the Nature Preserve however you need the Permit from Professor Juniper in order to get to the preserve. In order to receive the Permit, you need to see all Pokémon in the regional PokéDex except for events such as Victin, Keldeo, Meloetta and Genesect.

In Pokémo Black 2, you will see a free wild Shiny Haxorus once you have a Permit to the Nature Preserve. Professor Juniper will give you the Permit in her lab provided you've seen all Pokémon in the regional Poké Dex.
