You can find the Hidden Machine Rock Climb on the horrid snowy routes south of Snowpint City. The pokeball that contains this HM is located next to a house where a man says he dropped the HM. Just look around and you will find it.

on your way to snowpoint city you will see a cabin in the raging blizzard. go and speak to the hiker there are a few of these cabins but you'll know which it is when you see him he'll tell you he lost his hm rockclimb. you can then go out and behind his house you should see a item laying in the snow. look carefully it is easy to miss. after you get it its yours.

you have to beat all the gym leaders in kanto and jhoto to get all 16 badges but for Blaine he's on sea foam island then you go to professor oak who will give you the HM rockclimb

Get all badges from the Johto and Kanto.Then talk to Professor Oak and then he will give you Hm Rock Clime
