Well, there is no person that gives them to you, so using the pokeradar and chaining or running around randomly hoping to encounter one are your best chances. If you want them really badly, but don't want to do any work (lazy bum), you can hack using things like the Action Replay DS, or trade with somebody who has done so. And whatever moron said there only on Pokemon Crater is wrong, and these "special colored pokemon" ARE shinies.

So, how exactly to people get Shinies? The most popular way is cheats. Now, if you don't have cheats here's the next best thing: chaining.
Chaining is a very time-consuming and frustrating procedure where you use the PokèRadar (and a ton of repels) to either catch or kill 40 of the exact same Pokèmon in a row. You may have to do some research on chaining, as I have never successfully got a shiny that way.

Well, shiny pokemon are very rare, to get one in any game it usually takes awhile. I came across a gold geodude in diamond after training in the coal mine for a couple hours, and found a shiny metapod on a side road in leafgreen after training for there for some time. To catch one without a cheat it takes a long time. You can also get a shiny starter by saving the game right before you chose, turning it off, and picking your starter again and again until you chance across one. I've tried that and it takes awhile.
You could also use a cheat, like Action Replay, which I've also used. You can buy them at Gamestops, Walmart and other stores. I got mine at Walmart. The internet has many different codes for pokemon games, and I know there is one that turns all pokemon in the game shiny. That one works. Action replay usually costs about $20.00 it's pretty cheap and you can get a lot of use out of it-just don't use too many codes because you'll kill your game. Hope this helps
