In Diamond, Pearl and Platinum, the Lottery can be found in the Jubilife TV Station and you can find the Lottery in HeartGold and SoulSilver by going to the ground floor of the Radio Tower in Johto. You must match all 5 numbers in the Lottery in order to receive the Master Ball prize.
