What starter do you have?
If you have Empoleon, you don't need me to answer this question.
If you have Infernape, then your rival has Empoleon.
If you have Torterra, then a trainer has Empoleon, somwhere on the way to Pastoria city.
This is why it isn't a very good Idea to skip trainers!

∙ 12y agoTheir is only two Empoleon's in the whole game. One is if you chose Piplup as your starter Pokemon and leveled it up to level 36, then it will evolve to Empoleon.
If you didn't chose Piplup as your starter Pokemon then a trainer on Victory Road has it in their party.
if you chose chimcar your rival will have it too

∙ 9y agoEmpoleon can be gotten by starting with or breeding Piplup, evolving it into Prinplup, and evolving Prinplup into Empoleon. Piplup evolves into Prinplup at level 16, and Prinplup evolves to Empoleon at level 36.
