There is no wizarding university in the Harry Potter world. Hogwarts School is a high school (last 7 years of school).
It depends what context it is used in but it means the same thing in Harry Potter as it does in your everyday life. It describes being the first of something for example, primary school comes before high school. In Harry Potter, Harry is attending primary school before he is told he is a wizard. Hogwarts then becomes his high school.
