Well, if you mean "best" by booster packs, then there is none. Booster packs have a random assortment of cards in each set, making it more of a gamble. If you go to a card collector or a flea market, I'm sure they sell single cards. I wouldn't recommend going to a flea market, however. I bought a box of cards there, and they were not only poorly bootlegged when I unwrapped them, I ended up paying a lot for them. =\
