You needed to have Lego starwars one and get all of the characters for that one and you can transfer it to Lego star wars 2. Then you have to buy all of the one that you can and finish all episodes to unlock all of the characters.
As far as I know, you cannot get a sniper in any Lego Star Wars video game. However, lots of characters come with guns, but as no Star Wars films really featured snipers, there probably won't be any Lego ones. But who knows what characters will appear in future games and sets?

Yes. There is a special extra you can buy at the counter. I do not remember what it is called but it is sort of obvious when you play it.
It gives you additional characters on some of the levels. Example: General Grievous gives you a buzz droid. Dagobah gives you a skeleton. Cloud City Trap gives you Han Solo in carbonite and so on.

Nothing. Not that I can tell. I had a similar question. After a while of looking online and a bit of experimenting myself, I found nothing. I know that in LEGO Star Wars I-III and LEGO Indiana Jones it let you play as bonus characters in Free-Play mode. I knew for LEGO Batman It had to be different, as I tried multiple levels with empty hands. I was a bit frustrated while looking online, as many people who had never picked the game up but had experience with other LEGO games explained it unlocked bonus characters for Free-Play. It does nothing.

If you mean the complete saga then yes. Just like in 1 and 2. IMPROVED: You can't create in Lego Stars Wars1, but you can create characters on Lego Star Wars 3 THE CLONE WARS! You can create A to R on lego star wars 3.
You must have the first Lego Star Wars or else this doesn't work. Once you have unlocked all the people in the first Lego Star Wars this extra is available. This will allow you to play as the people from the first Lego Star Wars in Lego Star Wars II.
