If you mean the special missions, you need to complete the game then the ranger net will apear. Find a password online according to what version of the game you have and press left on the control pad, R and X all at the same time and enter the password once it has come up. This unocks the manaphy egg mission that you can then use to help complete your pokedex in diamond/pearl.
