TOTODILE!!!! Cos Feraligatr is one of my faves and when you get up to the Pokemon league Croconaw learns ice fang quite fast, and because Lance uses dragon type Pokemon, ice moves have lots of effect on dragon Pokemon. Also, he's awesome! XD
Cyndaquil, I would say second best. Since he learns ember, hes quite good on johto gyms, but once in Kanto he struggles a bit more.
Dont pick Chikorita!! May be quite cute, but its not strong. Will even find it hard to win the gyms of the Johto region, in which will find it REALLY hard to take on Kanto.

Cyndaquil is a starter pokemon from Johto. It cannot be caught. If you complete the entire Hoenn Pokedex, Professor Birch will give you to option to choose between Cyndaquil, Chikorita, or Totodile. That's the only way to get Cyndaquil in Emerald.
