that is a very, very good question.
altaria has a diverse move pool allowing it to use moves like cotton guard, bulldoze and flamethrower, but it is EXTREMELY weak to ice-types, giving it an easy weakness that other dragon-types can sometimes divert due to multi-typing.
hydreigon is diverse in type, seeing as the dark and dragon-type combo makes him hard to take down (ghetsis is such a douche for making players have to battle one at level 54!!!!!) although it is hard to train (do you expect anybody to be patient enough to train to level 64 Nintendo) and it doesn't look like it has much of a movepool as i have seen so far training a deino.
in final, it depends if you can take care of your altaria or if you can rather wait a while for a powerhouse to come your way in the shape of hydreigon.

i have an altaria you could get it from avondale market(where i got mine) but its in a humongous pack with duskinoir up the front but ill say altaria is quite rare

Altaria is way better it has much more speed and if you look at the hp (health points) it is way better and compared to Swellow, Altaria isn't affected that much to water. It's main weaknesses are: Ice, Dragon type, Electric, Rock
