It depends what you prefer - Power or Reliability/Use in excess
Blizzard has 5 pp, meaning you use it when you really need it, and if it hits, it will cripple the opponent badly, but the reliability of the move isn't too high
Ice Beam however is a powerful move, hits often, and has way more pp.
Say you're going in to fight Lance, I would definitely recommend using Ice Beam, because if Blizzard misses, you're left defenseless
all of this can be avoided if you get a Dewgong or a solid Ice and/or water type and teach it both
