Get a Poliwrath if you are more into fighting other pokemon. Get a Politoed if you are trying to collect ribbons in contests.
To get a Poliwrath you must expose it to a water stone while if you want to get a Politoed then you must trade it while it's holding a King's rock.
Overall I recommend a Poliwrath. Here are my reasons:
1. It's a dual type pokemon. It's a Water/Fighting type.
2. It gets STAB in fighting type moves which Politoed cannot.
3. You don't need to make a trade and water stones are easier to find than King's rock.

If you give it a Water Stone it becomes a Poliwrath and if you trade it while holding a King's Rock it becomes a Politoad.

Poliwhirl actually has a branched evolution, which means it can evolve to more than one pokemon. One way (Easiest and Classic) is to use a Water Stone so it will evolve into the Water/Fighting Pokemon Poliwrath. Or, you can give it a King's Rock and trade it to somebody so it will evolve into a Politoad ... and then trade it back of course :P.

To make Poliwhirl evolve into a Poliwrath, give it a Water Stone. To make Poliwhirl evolve into a Politoad, you have to make it hold a Kings Rock and Trade it to a friend. Than make them trade it back. Poliwrath is better than Politoad because it has better Attack and better Defense. It also is part Fighting type!

Do you mean poliwrath or poliwhirl? If it is poliwrath, he can't evolve. But if you mean poliwhirl into politoed, you have to trade it while it is holding the king's rock.
