Both tend to have the same types of packs. Whether or not you get good cards depends on what cards are in the packs.
I partly agree with this but target has more of a selection, they have double packs of theme decks for only like $12 which is 120 cards and sometimes their some of the better decks with giritina arceus reshiram and some of the oldy but goodies escuse me for the old phrase lol
