It can be said that both antagonists in The Hunger Games series were punished. President Snow, who is the antagonist throughout all three books, was either trampled to death at the end of Mockingjay or choked on his own blood; it is unclear. President Alma Coin, an antagonist that rises up in Mockingjay, is shot and killed by Katniss Everdeen's arrow, which was meant to be for President Snow.

You could say that every Peacekeeper was an antagonist, but you cannot say for sure if every one of them was properly punished.
