A static character undergoes little or no change throughout the book. Due to the sheer number of characters in the Harry Potter series, a lot of characters are static, most of Harry's schoolmates are only mentioned in passing for example. Fred, George and Ginny Weasley are seen throughout the book, but don't really have much development as they are still mostly side characters.
A lot of the secondary characters develop throughout the series, but not always within a certain book. Albus Dumbledore and Severus Snape are two characters which could be considered static because their characters don't develop much in this book, although they do throughout the series.
