Dr. Gero created Androids 17 and 18 as a means to enhance his own power and ensure loyalty, as they were originally humans transformed into cyborgs, retaining their free will and emotions. Unlike the purely mechanical Android 16, who was designed solely for destruction, 17 and 18 possessed the ability to think and strategize, making them more unpredictable and effective in combat. Gero believed that their human traits would allow them to operate with a level of cunning that pure machines lacked, ultimately making them formidable adversaries against Goku and the Z Fighters.
