alcoholics and drug addicts, most likely. the latter was not ( in late nineteenth century) a major problem in the United States. almost certainly Miss Addams would oppose such things as Phoenix House, Daytop, etc- seeing these as preventible problems DARE, Drug abuse resistance education- might get her nod- but it was not a problem in her life period.
