The citizens of Gotham, it would seem. That's the only explanation I can think of for why he continues to not invest in decent security at Arkham. I mean, it's so easy to break out of that place that even a guy who literally tells you what he's going to do before he does it (Riddler) can waltz out of there.
Bruce Wayne is rich enough that he could make that place secure. But he doesn't. Why? Because he LIKES beating on criminals. And he's okay if a few Gothamites die along the way.

∙ 14y agoI'd have to say The Joker, since he killed Jason Todd. If you read "Batman:Hush" it'll show how Batman was on the verge of actually killing the Joker because of the fact that The Joker killed Jason, but he was stopped by Commissioner Gordon.
