All round, the Careers take care of him to find Katniss, but they injure him when he betrays them by letting her get away (after the tracker-jacker incident)

Lets see, there is the stealing of money, like fraud or embezzlement, the stealing of goods, like a car, there is the stealing of ideas, such as somebodies idea for a book. That's all I can think of.

She doesn't get to see Peeta because Peeta wants to kill her. Peeta was kidnapped by the Capitol and they used trackerjacker venom to corrupt the images of Katniss in Peeta's head so that when he sees her, he will try to kill her.
