Sherlock Homes works for private clients who seek his services and pay his fee.

Sherlock was a private investigator, and would get his cases from the paper or when he was asked for help by different people.

He often assisted the Scotland Yard (British Police) in solving difficult cases (which is to say he did all the thinking and Lestrade got the credit) but he was certainly his own boss.
