I would say they are about equal, people seem to like the bad guys just as much as the hero's, although I'm an Atem fangirl.. but i'd still say for each Atem fangirl there is Bakura has one aswell

Atem's deck is focused more on summoning the Egyptian god cards as well as Dark Magician. so from there try to make up cards that can support this theme. good luck
