The locket was retreived from its hiding place by Regulus Arcturus Black, the younger brother of Sirius Black . According to Harry Potter and the Order of the Phoenix, he died "some fifteen years previously" as seen from the perspective of August 1995.
He gave the locket to his house elf and tells the elf to destroy it. The elf was unable to destroy it and it was kept in the living room of the Black Residence. When the Order of the Phoenix cleaned up, they went to throw it away, but Kreacher retrieved it from the trash and stored it in his bed. Mundagus Fletcher stole all of the treasures that Kreacher had stored there and was going to sell them. Doloris Umbridge caught Mundagus selling stolen goods and let him off in exchange for the locket.
Harry, Ron and Hermione go into the Ministry of Magic and steal the locket. It is eventually destroyed by Ron using the Sword of Griffindor.
