Mainly Frodo. Bilbo has it at the beginning, Gandalf has it briefly (inside an envelope; he's wary of actually touching it), Iarwain Ben-adar (Tom Bombadil) handles it for a few moments, and Samwise has it for a time (probably less than an hour) near Minas Morgul. Smeagol/Gollum winds up with it for a short trip, mostly in a downward direction, in Orodruin.
