The Cat is a mounted policeman in Canada. the Mouse ( bad guy) chants- with an obvious French accent- Savoir Faire- literally, Know-how, is everywhere! I thought it was sab-wat faire something to do with, perhaps Sabotage. Do not confuse with entirely different Courageous Cat which was a parody on (Batman) drawn by the same Bob Kane, and had a Cat and Mouse- Courageous Cat and Minute Mouse- as crime-fighting partners! Two totally different cartoons with the same title: Courageous Cat. it takes all kinds.
